As set out in the Chief Executive's 2018 Policy Address, we fully understand the worries and anxieties of parents who may encounter difficulties in arranging proper burial or cremation of their abortuses. In this connection, the Food and Environmental Hygiene Department (FEHD) has implemented various administrative measures to facilitate the handling of abortuses. The FEHD has also been actively examining proposals to further improve the arrangements in a holistic manner, including provision of abortus keeping and cremation facilities.
(A) Services and Facilities for Keeping of Abortuses

FEHD's Abortus Keeping Services and Facilities
Gardens of Forever Love at Wo Hop Shek and Cape Collinson
The first government facility for keeping abortuses was commissioned on 11 April 2019 at the Wo Hop Shek Cemetery in Fanling under the FEHD. The facility is named as "Garden of Forever Love", which symbolises the everlasting care and love of parents, the community and the Government. In a scenic and serene setting, the Garden provides a total of 300 keeping spaces, with a stand for offering flowers, a board for placing memorial cards and a wall for mounting commemorative plaques. In addition, another "Garden of Forever Love" at the Cape Collinson Columbarium under the FEHD was commissioned on 19 August 2021. The Garden provides 400 keeping spaces, with a stand for offering flowers and a wall for mounting commemorative plaques as well. Abortus Keeping Services of Private Cemeteries
Apart from the public facilities mentioned above, six private cemeteries also provide services for keeping abortuses to take care of the needs of their parents.

FEHD's Abortus Cremation Services and Facilities
The Home of Forever Love in Kwai Chung
The FEHD has set up its pioneer facility dedicated for abortus cremation and associated services near the Kwai Chung Crematorium. The facility is named as "Home of Forever Love" which symbolises the everlasting care and love of parents, the community and the Government. It is situated in a scenic and tranquil environment. With an area of about 90 square metres, it houses two sets of small-scale installations for cremation, a multi-purpose room and a reception area. It is connected by a serene trail to a garden of remembrance dedicated for scattering the ashes of abortuses, and there are four electronic kiosks for their parents to conduct memorial activities. The cremation facility was commissioned on 26 September 2022. It provides the following two types of cremation service free of charge:
- Private Cremation: parents can apply to the FEHD for cremation service for their retrieved abortuses
- Batch Cremation: cremation service for unclaimed abortuses from local public and private hospitals as well as other healthcare facilities is provided.
